MONK FRYSTON PARISH COUNCIL

Minutes of the Annual General Meeting held on Tuesday 6th May 2008
At 7.00pm at the Community Centre

The minutes of the previous Annual General Meeting were signed as a true record. Proposed by Cllr Twidale, seconded by Cllr Johnson.

Chairman’s Report
It is with great pride that the Council have achieved considerable milestones this year. I would like to thank the Councillors for their teamwork, support and diligence in driving many to conclusion. I am particularly delighted with the way we have moved to become a very cohesive, and delivery focused team.

We have introduced new ways of working, and autonomy in the way we operate, with the introduction of project teams. This has enabled us to achieve tasks and all the Councillors have taken this new way of working in their stride.

I would like to thank Karen, Amanda and Mike for the way they have got stuck into the role, with previous little experience, and they have all made a huge contribution to the way we work together.

Donald and Stuart bring great strength to the Council with their wealth of knowledge and experience of the village and I would like to thank them for the many tasks that they take on in addition to their project work. The Council would not be as successful without them.

Tina, as Clerk, has worked as an integral part of the team and she keeps us abreast of changes.  I would like to thank her for her continued support – she is a real asset to the Council.

Trevor has been critical to the success of the Council.  His tenacity, strength of character and his legal and financial framework has given the Council strength.  Unfortunately due to illness it is with regret that he is leaving.  He has offered his ongoing support and we will certainly take him up on this offer. We wish him well.

Finally I would like to thank John and Carol Mackman for their support throughout the year.  Their input and advice is invaluable.

Our main achievements this year have been:

  • Quarry land sold subject to contract
  • The triangle on the A63 has been tidied up with new fencing and planters
  • After many years of deliberation we have finally had the road at Church Lane re-surfaced
  • We invested in new lights for the Christmas tree in Chestnut Green and also installed 2 new picnic benches
  • We have given a 3 year commitment to financially support the Community Centre to enable them to focus on growth
  • We are working with Arriva to re-open the bus stop outside the Post Office and to offer a wider service to Hillam
  • We have re-introduced the Joint Services Committee with Hillam Council to ensure we are maximising our efforts jointly
  • We have worked closely with Tony Hudson on the Neighbourhood Watch scheme signs for the village
  • We paid for the Christmas lights for the Church and supported the additional cost of electricity

This year we have many new ambitions and will continue to support the village. We are already planning for the de-trunking of the A63 and working with Highways to achieve a safe crossing for our villagers.

The funds raised from the sale of the quarry land will enable us to make a real difference to the village, and we will be putting in place frameworks and ensuring we understand what the village really wants.

We have lots of new projects to achieve this year and would welcome any feedback from the community.

Financial Officer’s Report
A copy of the year-end accounts had previously been distributed to all Councillors and these were agreed by all present.

Total income for the year was £13422 down from £19524. The main reason for this was that last year we received the 2nd payment of £8580 from S106 monies which was paid to the Football Club following the Parish Council’s support for their project to purchase a new site.

Total expenditure was £26275 up from £23768. Whilst we didn’t have the payment out of £8580, to the Football Club, that we had last year, the difference in amount spent is indicative of the things we have spent money on around the village – re-surfacing Church Lane, landscaping the triangle at the A63/Lumby Lane, the picnic benches at Chestnut Green and also the grant to the Community Centre.

Total balances for the year-end were £6523 down from £19376.

Final paperwork is now to be completed in order to send the year-end accounts to the Internal Auditor.

Election of Officers
Cllr Heptonstall thanked Cllr Johnson for her success during her first year as Chair – agreed by all – and hoped she would stay in office for her second term.  Proposed by Cllr Twidale seconded by Cllr Heptonstall.  There were no other proposals and Cllr Johnson accepted the position.

Due to the resignation of Cllr Phillips it was necessary to elect a new Vice –Chair and Cllr Shaw was proposed by Cllr Stevenson and seconded by Cllr Heptonstall. There were no other proposals and Cllr Shaw accepted the position.
