Minutes of the meting held on Tuesday 14th October 2008
At 7.30pm in the Community Centre

The minutes of the previous meeting were signed as a true record.  Proposed by Cllr Candler, seconded by Cllr Shaw

MATTERS ARISING
De-trunking of A63 – A meeting was convened and chaired by John Grogan MP. Invited to attend were representatives from MFPC, Highways Agency, District/County Councillors and South Milford PC. MF councillors who attended were disappointed with the meeting and the outcomes.  Action Cllr Stevenson to pick up the outstanding issues regarding the bus stop when he returns from holiday.  We understand via Cllr Jim Snowball that there is £350k available for resolution of minor improvements to the road across the whole county. There is a meeting in November to prioritise the requirements. Action Cllr Stevenson to ensure our requirements are known.

Updates from Cllrs Mackman:

Eco Towns – nothing new at this time.

Footpath towards the railway bridge on the A63 – more work is taking place

Roundabout at A1(M) – is being tidied up

Lowfield Road site – a planning contravention notice has been served at the end of September, which gives 21 days for a response.

Cllrs Mackman left the meeting at 8.10pm

Quarry Land – the sale of the land continues to progress. Discussed the state of the land and agreed to arrange for a JCB to turn the land over. Action Cllrs Johnson/Shaw

Elmet Forum - next meeting is the 16 October. Cllr Candler agreed to take over attendance at these meetings Action Cllr Candler

Bonfire – the Parish Council continue to consult with the organisers.

Precept 2009/10 – request received for precept requirements for next year.  Action Clerk to prepare budget and issue to Councillors for their consideration.

Triangle at A63/Lumby Lane - Quote received for having some more work done at the triangle to include planting of low level shrubs at the side.  Vote taken and all agreed.

Path behind the school – agreed to have someone do some tidying up work. Need to find a handyman to do this. Action Cllrs Twidale/Shaw

Remembrance Day – all agreed to present a wreath on behalf of the Parish. Action Cllr Shaw to organise and Cllrs Twidale and Heptonstall to lay.

Community Association – have been unsuccessful in obtaining the grant they had applied for. Now looking at alternatives.

Fun(d) for All – meeting this evening. Village Plan is well under way.

Litter picking – Action Cllr Twidale to speak to Tony Hudson to see if a litter picking morning could be arranged. Action clerk to speak to Mrs Middleton at school to ask that she remind children about using bins for litter.

Bus Shelter – Cllr Heptonstall continues to pursue

Applications Received

Fryston Grange, Fryston Common Lane – erection of an agricultural building for the purpose of a corn store. No comments or objections.

Wayside Cottage, 16 Main Street – amended plan for proposed erection of 2 x detached dwellings, 2 x detached double garages and a single detached garage to include new access and associated works. Concerns regarding size of property in relation to local properties, fact that talks about 2 dwellings but can only see one on the plans and suggest referral to Conservation Area Committee.

Scarecrow Festival – All agreed that seemed to have been a big success.  Well done to the organisers

Enquiries have been made of NYCC regarding their finances and we have been assured that they do not hold any monies with Icelandic Banks

As there was no further business to discuss the meeting closed at 9.45pm
