ABOUT PACT
The Development Of
Positive Action Cariocca Training
The development of Cariocca
Enterprises had been a major success, but its establishment had only
achieved part of the WIOCC's aim of encouraging entrepreneurial attitudes
in the black community. The continuance of this task was now transferred
to Cariocca.
It wasn't long before Cariocca
realised that the decision of many entrepreneurs to establish their
own business had been based on their personal expertise and experience
in a range of professional, administrative and management occupations.
Cariocca recognised that these 'white collar' occupations were not only
a valuable training ground for many wishing to start up their own businesses
in later life, but were also skill areas where very few young black
people were being offered training. Cariocca identified the provision
of training opportunities as an effective and very specific way of:-
- helping young black people
to contribute to their own economic well-being
- increasing the skills
base within the black community.
Cariocca was determined to
establish an agency dedicated to the training of young black people.
As inequality of educational opportunity often meant that many young
people had gained their basic qualifications some time after they had
left school, it was felt to be important that any agency Cariocca set
up would select trainees of a wider age range than other training schemes.
To pursue this line of development
Cariocca Enterprises formed a training sub-committee. A report was commissioned
by Cariocca Enterprises and the Commission for Racial Equality to look
at Positive Action Training and how it might facilitate entry into management
careers. This report established the rationale for the PACT training
scheme.
Positive Action - Cariocca
Training Ltd (PACT) was incorporated in June 1991. The first participants
on the scheme started training. in the September of that year. PACT
achieved charitable status in September 1994.
