COUNCIL GRIPES
Complaints about Derby City Council shot up by 50% in 2002, with 69 registered complaints. The figures, from April 1, 2002, to March 31, 2003, have been revealed in a letter from Patricia Thomas, Local Government Ombudsman, to the council. In 2001/02 there were 46 complaints and in 2000/01 there were 44 complaints about the city council.

The Local Government Ombudsman investigates complaints of injustice by local authorities. It investigate complaints about most council matters including housing, planning, education, social services and council tax.

The largest number of complaints were about planning, with 15 lodged. The biggest increase was on the subject of housing and housing benefit. No complaint was subject to a formal ombudsman report and seven were resolved locally.
BAD DEBTS
Debts of £26,673 caused by the overpayment of housing benefit, were written off by the city council. The debts were considered irrecoverable as one of the debtors had died and the city council was not confident of winning a civil case against the other.

A debtor referred to as Mr M owed £13,583 when he died on September 9, 2001, after it was discovered he was in receipt of a private pension for the period from April 9, 1993, until May 3, 1999. But there were no funds left in his estate to reimburse the council.

The other debtor, referred to as Mr C, owed £13,090 for the period April 19, 1993, to April 26, 1999, when he was also in receipt of a private pension. The council's only hope of retrieving the money was by applying to the County Court but the city council did not have enough evidence to win a court case.
RACIAL EQUALITY
A new report claims that almost 9% of Derby City Council employees are from ethnic minorities. The council employs 11,591 people but 2,927 of those did not supply the council with information on their background as part of a survey. Census figures from 2001 showed that 12.1% of Derby's population were from ethnic minorities. But with racial equality, what does it matter?
HELP TO BUY
The City Council is to introduce a scheme to help council tenants buy their own home. The council hopes the scheme will boost people's aspirations and their financial security, as well as as freeing up council housing stock.

Total funding of £100,000 is available from funds set aside by the council to promote access to affordable housing. Under the scheme, long-standing tenants would be given free grants of several thousands of pounds to help them buy their own property. The council is losing about 300 homes a year through people in the city taking advantage of the right to buy.
