Organized 28th September 1861 at Camp Zollicoffer, Overton County, TN, and entered Confederate service 2 October1861.

On the 8 March 1863 they were merged with the 84th Tennessee Infantry to form 28th Consolidated Tennessee Infantry Regiment. The 24 September 1864 saw the 8th, 16th and 28th consolidated due to the small numbers left within all these Regiments. Finally on 9 April 1865 the 1st, 6th, 8th, 9th, 16th, 27th, 28th, 34th Tennessee Infantry Regiments and the 24th Tennessee Sharpshooter Battalion were merged to form the First Consolidated Tennessee Infantry Regiment. They were paroled at Greensboro, North Carolina, 1 May 1865.

Battle flag: Lieutenant Spencer Bowen Talley was to write "The ladies at Mt. Juliet, Wilson Co, TN, had made a beautiful silk "Battle flag" and had elected Miss Annie Sherill to make the presentation address." 

Camp Zollicoffer: In August 1861, Amanda McDowell of Sparta wrote that the camp "food is beef, bacon and flour bread with no way to cook it. They have a camp kettle, and frying pan, and no dish {es} at all. Jack says they have not even got a dish rag or bit of soap, and they cannot cook decently that way."

Lt. Spencer B. Talley, 28th Tennessee Infantry, noted than many soldiers “had no arms save a few old squirrel rifles and occasional pistol.” "In the connection with the above I will state that for two or three weeks after our arrival in camp we had no arms, save a few old squirrel rifles and an occasional pistol, though most all the boys had huge butcher knives made in our blacksmith shops- - - - - - Before long we got our old flintlock muskets, used last in the Battle of New Orleans, and almost ruined by rust."

A letter from Colonel John Porry Murray, 31 October 1861,  reported he had 915 privates with 665 muskets.

“F”. Organized September 18, 1861. Consolidated with “A” to form “B”, 28th Consolidated . Men from Jackson County.
“G”. Organized September 7, 1861. Consolidated with “C” to form “A”, 28th Consolidated. Men from Jackson County.
 “H”. Organized September 24, 1861 Consolidated with “D” May 28, 1862. Consolidated with “K” to form “C”, 28th Consolidated. Men from Smith County.
“I”. Organized September 24, 1861. Consolidated with “E” to form “D”, 28th Consolidated. Men from Putnam County.
 “K”. Organized August 6, 1861. Consolidated with “H” to form “C”, 28th Consolidated. Men from White County.
